  • This May 2019 report from National Women’s Law Center is replete with cross-state data showing that: infant care payment rates are below recommended payment levels in most states; four-fifths of states pay tiered rates for higher-quality care for infants; infant compared to preschool-age care payment rates; and infant rates in center-based care compared to family child care homes. The data clearly show the financial disincentive to provide high-quality infant and toddler care, but also document the trend to increase payment rates for infant care over the past year funded by the historic CCDBG increase.
