Early Childhood System

Early Childhood Governance Structure: Ohio’s Early Childhood Advisory Council (ECAC) was formed to set state policy and coordinate programs serving Ohio children from prenatal through kindergarten. This action united key state agencies around a common goal of promoting school readiness. The Cabinet was composed of the heads of the departments of alcohol and drug addiction services, education, health, job and family services, mental health, and mental retardation and developmental disabilities.

Governor's Early Childhood Education Office: In 2012, Governor John Kasich appointed Angel Rhodes as the Director of the newly created Governor's Early Childhood Education Office as part of his administration. This office leads the coordination of decision-making related to early childhood programs and services across numerous state agencies and private partners.

Federal Grants

  • Race to the Top – Early Learning Challenge Grant - $69,993,362 (Phase 1)
  • Early Head Start-Child Care Partnership State Grant - No state grant was received. $16,800,000 in annual grants were received by 10 community-based organizations in Ohio.
  • MIECHV Grant - $8,457,000 competitive grant and $4,150,121 formula grant (FY 2015)

Local/Regional Collaboratives: Ohio has developed a statewide network of Family and Children First councils. These fall under the Ohio Family and Children First Council at the state level and focus on children from zero to 18 and their families. There are 88 single county councils. Their focus is on building community capacity, shared accountability, engaging and empowering families, and coordinating systems and services.
