Evaluation of the Build Initiative is being coordinated by
Charles Bruner of the Child and Family Policy Center. Each
of the five grantee states has chosen an evaluator to provide
technical assistance in evaluation and to chronicle progress
through a case study.
The evaluators assisted each state team with gathering baseline
information and developing benchmarks related to their strategic
plan. Each state evaluator completed a first year study. The
case studies were compiled into an overview of the Build Initiative's
first year.

A Framework for Evaluating Systems Initiatives
Developed after the Build Initiative's Evaluation Symposium, Julia Coffman's
"A Framework for Evaluating Systems Initiatives" is a real contribution to
understanding systems change and how to think about evaluating it. The
Framework is a useful companion to the Build theory of change, which
provides a roadmap for describing and connecting the diverse efforts and
activities that states have undertaken in seeking to build an early learning
system. The Framework afforts the potential to help states evaluate and test
for validity the components of the theory of change and the systems change
efforts.
