Resource Toolkit for Programs Serving Infants, Toddlers and Their Families: Implementing a Research-Based Program Model 
The Illinois Early Learning Council's Birth to Three Program Quality Workgroup prepared this resource toolkit to help local programs make informed decisions about implementing a research-based program model.  The Toolkit provides in-depth information on a variety of models and references to additional materials.

Establishing an Integrated and Coordinated System for Infants, Toddlers, and their Families in Pennsylvania 
In the summer of 2005, the Pennsylvania Build Initiative focused on its goal of creating a strategic plan to promote the development of infants and toddlers.  This report presents the culmination of those efforts, provides the overall objectives of the Pennsylvania Strategic Plan, and includes background information and data gathering efforts that led to the development of a two-year work plan for implementation starting January 2006.
