Federal Funding and Young Children: Directions, Opportunities and Challenges to States in Building Early Childhood Systems

Part one of this report provides an overview of current and potential funding, and outlines directions, challenges and opportunities states face as they work to build systems and integrate federal funding streams to support young children’s growth and development including the areas of early learning, family support, health, special needs, and planning and coordination.

The BUILD Initiative’s second brief on federal funding addresses state leaders’ age-old challenge of effectively blending and braiding funds and resources from various sources with disparate expectations, requirements and limitations. The resource summarizes the key challenges of effective use of federal funding and poses three potential remedies to ease the barriers and to better allow states to provide integrated, effective services for families and young children, especially those who utilize/need multiple services.
